biomass fuel framework summary

With the increasing costs of fossil based fuels, the developments with the Renewable Heat Initiative, and the significant low CO2 advantage of using ‘renewable’ biomass fuels, many organisations are now seriously considering the benefits of using Biomass for the generation of heat and power.

One of the significant factors in any biom ass fuelled project is the actual sourcing of the fuel itself; stock build, and supply chain logistics that are essential elements of the project; and many projects suffer early on from multiple constraints which result in delays and project postponement.

The Energy Consortium has used its in house expertise in supply chain logistics and procurement to develop this mini-competition framework to ensure that the cost burden of OJEU to the public sector is reduced; effective competition is provided; and that a robust process of pre-tender specification development is undertaken.

The Energy Consortium will:

  • Provide an OJEU Framework Agreement for Sustainable Biomass fuel on a mini-competition basis.
  • Assist your institution in developing your fuel specification and fuel options.
  • Assist in validating the logistical flow and storage.
  • Identify potential bidders on the framework agreement.
  • Review and advise on supplier Terms & Conditions of Supply; or provide TEC’s own template.
  • Manage (where required) the co-ordination of an ‘on-site’ supplier day.
  • Manage the formal tender process; and provide a recommendation based on the Most Economically Advantageous Tender.
  • Provide a post-tender report for your records.
  • Provide ongoing assistance in supplier management.
